There have been a number of complaints about overflowing bins and black bags left on pavements.  Dave says “if you leave out a black bag next to your bin the bin collectors will not take it – effectively you are fly tipping and you could potentially be fined.”

If you have trouble with rubbish on the pavements then contact your local councillors and they will try to help.  It is possible to get council officers to visit houses that overfill their bins and talk to them in the first instance.
